التعدين الأهلى عن الذهب وآثاره على النشاط الاقتصادي بمناطق التعدين دراسة حالة ولاية نهر النيل فى الفترة (2007-2012م )

Abstract

كانت أهم أهداف الدراسة تتمثل في التعريف بالتعدين بشكل عام والتعدين الأهلي على وجه الخصوص وأيضا معرفة الأثر الذي خلفه على الأفراد من حيث دخلهم ومستوياتهم المعيشية وأثره على الهجرة والبطالة و الجريمة. قد اتبعت الدراسة المنهج الوصفي التحليلي والمنهج التاريخي واستخدم البحث الحزم الإحصائية للعلوم الاجتماعية لتحلبيل البيانات مستخدماً أداة الاستبيان . وتوصلت الدراسة إلي أهم النتائج الآتية:- - خلف التعدين الأهلي عن الذهب آثاراً ايجابية وسلبية على الاقتصاد السوداني. - ساهم التعدين الأهلي عن الذهب في زيادة دخول الأفراد ورفع المستويات المعيشية للأفراد والحد من الهجرة والبطالة كما رفع من مستويات الجريمة في مناطق التعدين . - ساهم التعدين الأهلي عن الذهب في الاضرار بموارد اقتصادية( كالتربة والمياه) كان يمكن أن تستغل بصورة امثل. وقد تمثلت أهم توصيات الدراسة في الآتي:- - وضع خطة واضحة المعالم تعمل على تقنين نشاط التعدين الأهلي عن الذهب وتدخله ضمن مصادر الموارد المالية المستخدمة في الموازنة العامة للدولة . - العمل أن توفر الدولة قاعدة معلوماتية متكاملة عن التعدين الأهلي من حيث الإنتاج وعدد المعدنين وتوزيعهم الجغرافي . - العمل على تفعيل التحصيل الضريبي للاستفادة من عوائده في الموازنة العامة للدولة. - تفعيل قانون 2007 لتنمية الموارد المعدنية.

Abstract

The main objectives of this study are definition the gold mining activities in general and the public mining in particular. And try to identify the impacts of gold mining on individuals in terms of their incomes and raising living standard levels. Additionally, its impacts on the level of immigration out of Sudan , levels of unemployment and crime prevalence are investigated. The study follows the descriptive analytical method and the historical method. The research used questionnaire tool for collecting the data and used the statistical package SPSS for analyzing this data. The main results of this study are: - Public mining for gold has positive and negative effects on the Sudanese economy. - Public mining for gold contributes in increasing the individual’s income, improving their living standards , alleviating the unemployment and immigration levels, and raising the crime levels in the mining zones - Many economic resources have been damaged by the public gold mining and these resources can be optimally exploited. The important recommendations behind this study are: - Develop a master plan to put the public mining for gold into a legal framework and insert its resources in the state budget. - Government should provide a complete database about the public mining for gold, including the real production of the gold, the number of miners and their geographical distribution. - Work to activate the tax collection to support the state budget. - Activating the 2007 act for developing mineral resources.
