فرص ومعوقات الاستثمار في الموانئ البحرية السودانية دراسة حالة ميناء بورتسودان 2009-2015م

Abstract

هدفت الدراسة الى التعرف على المشروعات الاستثمارية بالموانئ السودانية ومدى ارتباطها بالتطور في التجار العالمية والتعرف على المشاكل التي تواجهها . اعتمدت الدراسة المنهج التاريخي والوصفي لدراسة حالة الموانئ السودانية اعتمدت الدراسة في جمع البيانات من المصادر الاولية والمصادر الثانوية. خلصت الدراسة الى عدد من النتائج اهمها: - أن هنالك عدداً مقدراً من المشروعات في جميع الانشطة بالميناء تمثل فرصاً للاستثمار بالموانئ وتعتبر محفزاً اساسياً لتمويل الاستثمارات بالموانئ السودانية. - أن هنالك علاقة طردية بين التطور في تجارة السودان الخارجية وبين القدرة الاستيعابية للاستثمارات بالموانئ السودانية. - لا توجد صعوبة في الحصول على تمويل لاستثمارات الميناء حيث ان الميناء تستطيع تمويل استثماراتها من مواردها الخاصة. خلصت الدراسة الى عدد من التوصيات اهمها: - فتح فرص للشركات والبيوتات التجارية للاستثمار المباشر وغير المباشر في مشروعات البنى التحتية للميناء من انشاء وتوسعه للمرابط وتركيب الرافعات الجسرية والمطاطية وتوفير نظم الالكترونية وادارية حديثة. -ـ اصدار قانون خاص للاستثمار بالميناء يمكن من تقليل الظل الاداري ويجعل التعامل في الاستثمارات من خلال نافذة واحدة. -ـ فتح فرص الاستثمار في أنشطة القيمة المضافة والتي تتمثل في أنشطة التعبئة والتغليف وفتح مراكز صيانة للسفن وكل الوسائل والانشطة التي من شأنها تؤدي الى تقليل زمن بقاء السفينة وبالتالي تقليل التكاليف.

Abstract The study aimed at recognizing the investment projects at the Sudanese Ports corporation (SPC) and their relations with the development in the world trade, as well as, the problems that face these projects. The study methodology followed the historical, and the descriptive analytical approach to verify the hypothesis SPC was used as case study. The study depended on collecting the data on primary sources such as personal interviews, observation and on secondary sources such as references, bulletins, periodicals and the internet. The study arrived at a number of result, the most important are: _ There is a direct relation between development in the world trade and the absorption capacity for investments in the Sudanese ports. _ There is an adequate number of projects in all the activities in the port which represent investment chances in the port and are considered as a basic incentive to finance the Sudanese ports. _There is no difficulty in obtaining finance for the port investments, for the port can finance its investments from its own resources. The study came out with a number of recommendations, the most important are: _ Opening opportunities for companies and commercial houses for direct and indirect investment in infra-structure projects such as establishing and broadening anchorage, overhead cranes and providing modern administrative and electronic systems. _ Issuing special law for investment in the port which enables to decrease the administrative shadow and makes investment transactions through one window.
