الإجراءات الجمركية في ميناء بورتسودان وأثرها على التجارة الخارجية في السودان

Abstract

هدفت الدراسة إلى تأكيد دور تبسيط الإجراءات الجمركية وأثرها في تنشيط التبادل التجاري الدولي والتجارة الخارجية . إتبعت الدراسة المنهج الوصفي التحليلي ومنهج دارسة الحالة وأسلوب المقابلات و استقصاء ذوي التخصص حول ما يفيد و يثري . - توصلت الدراسة إلى عدد من النتائج أهمها :ـ - عدم إستخدام الجانب التكنولوجي الإستخدام الأمثل وذلك عن طريق العمل بمفهوم النافذة الواحدة حيث يوجد قصور واضح في التعامل مع هذا النظام . - إن تبسيط الإجراءات الجمركية له آثار على حركة التجارة الخارجية في ميناء بورتسودان والإقتصاد الوطني بصفة عامة . - توصلت الدراسة بعدد من التوصيات أهمها :ـ - التعامل بصفة أساسية مع زيادة تطبيق المعايير الدولية الإتفاقيات التي تعسى نحو إنسياب حركة تدفق التجارة الخارجية . - تدعيم أفضل الممارسات لإستخدام نظام النافذة الواحدة لغرض إقامة وزيادة التعاون بين الجمارك والجهات الحكومية الأخرى من أجل تحقيق بيئة عمل غير ورقية . Abstract The study aims to emphasize the role of simplifying the customs procedures and their role in activating the international commercial exchange and the case study . the study adopted the descriptive analytical method used the interview to investigate specialized people on what could benefit and the study data. Findings of the study - Not using the technological aspect perfectly , and that`s through working on the basis of the single window concept , there is an evident inability in dealing with this system. - Simplifying customs procedures has impacts on the movement of the foreign trade in port sudan port , and on the national economy as a whole. The study recommends the following - Dealing primarily with increasing the implementation of international standards and agreements that seek the smooth flow of foreign trade flux. - Reinforcing best practices for using the single window system for the purpose of establishing and increasing cooperation between customs and other government agencies
