آثار تحديث آليات المناوله بهيئة الموانئ البحرية على زيادة نسب البطالة في ولاية البحر الأحمر ( دراسة حالة عمال الشحن والتفريغ ) ( في الفترة من 2010م _ 2016م )

Abstract

هدفت الدراسة إلي تسليط الضوء علي منظومة تعتبر الركيزة الأساسية للاقتصاد السوداني وهي هيئة المواني البحرية السودانية والأهمية القصوي للتحديث والتطوير لهذه الهيئة حتي تواكب التطور العالمي الذي يحدث في المواني الأخري ويساعد في تحريك عجلة التنمية وزيادة التجارة الخارجية وبالرغم من كل تلك الآثار الإيجابية للتحديث وأهميته الكبيرة الا انه افرز أثاراً سالبة اقتصادية واجتماعية كانت بنفس أهمية الآثار الايجابية هذه الآثار السالبة تمثلت في البطالة التي يعاني منها عمال الشحن والتفريغ نتيجة استبدال الآلات الحديثة محل العمل اليدوي وبالتالي فقدانهم لوظائفهم وعدم وجود دراسات تسبق عمليات التحديث حتي تتفادي الهيئة هذه المشكلة . اعتمدت الدراسة المنهج التاريخي والوصفي لدراسة حالة عمال الشحن والتفريغ واعتمدت في جمع البيانات من المصادر الأولية والمصادر الثانوية . خلصت الدراسة الي عدد من النتائج أهمها : - تحديث وسائل المناولة بهيئة المواني البحرية السودانية مشروع كبير وطموح ولابد منه لكنه كانت له أثار سالبة علي العمالة التي تعتمد علي مهنة الشحن والتفريغ . - إن مشكلة البطالة لدي عمال الشحن والتفريغ نتجت من عدم مصاحبة هذا التحديث لدراسات تسبق عملية التحديث حتي يحقق هذا التحديث الفائدة المطلوبة . - لا توجد مشاريع تنموية كبيرة تستوعب العمال وأيضا عدم وجود مراكز تدريب مهني لان هؤلاء العمال جاء معظمهم من الريف وبالتالي يعانون من الأمية وعدم الكفاءة . وقد أوصت الدراسة : - إنشاء مشاريع تساهم فيها الحكومة الاتحادية والحكومة الولائية وهيئة المواني البحرية السودانية يوظف فيها العمال وتمتص فائض العمالة . - وضع إستراتيجية شاملة لتعليم فني وتقني يلبي حاجة سوق العمل ويستوعب كافة أبناء الولاية .

Abstract

The study aimed to highlight the importance of one of the main pillars of the Sudanese economy, namely the Sudanese Maritime Ports Authority and the utmost importance of modernization and development of this body to keep abreast of the global development that occur in other ports and help in moving the wheel of development and increase foreign trade . Despite all these positive effects of modernization and its great impacts ,however , it produced negative economic and social effects that were as important as the positive effects. These negative effects were represented by unemployment suffered by the loading and unloading workers as a result of the replacement of modern facilities with manual working units. the study adopted the historical and descriptive approach to study the condition of the loading and unloading workers and was adopted in the collection of data from primary sources. the study concluded with a number of results:- - The modernization of the means of handling the Sudanese Sea Ports Authority is a big and ambitious project, but it has had negative effects on the labor who depends on the profession of loading and unloading means. - The problem of unemployment in the cargo and unloading workers resulted from the lack of accompanied projects of this update for studies that precede the process of updating until this update achieves the required goals. - There are no large development projects to accommodate the workers and also the lack of vocational training centers because these work came mostly from the countryside and thus suffer from illiteracy and incompetence. The study recommended:- -Establish projects in which the federal government, the local government and the Sudanese Maritime Ports Authority employ workers and absorb surplus labor. Develop a comprehensive strategy for technical and technical education to meet the needs of the labor market and accommodate all citizens of the state.
