نظام النقل الدولي متعدد الوسائط وأثر تطبيقه على الموانئ البحرية (محطة الحاويات بميناء بورتسودان في الفترة من 2009- 2013م )

Abstract

هدفت الدراسة إلى معرفة الدور الذي يمكن أن تقوم به هيئة الموانئ البحرية للتعامل مع أنظمة النقل الدولي متعدد الوسائط والأثر الذي سوف تحدثه هذا الأنظمة على الموانئ عموماً ومحطة الحاويات في ميناء بورتسودان بصورة خاصة. اتبعت الدراسة المنهج الوصفي التاريخي للاستفادة من البيانات التي تم جمعها لغرض البحث من هيئة الموانئ البحرية والهيئات والشركات ذات الصلة بالموضوع وتم استخدام أداة المقابلة الشخصية لجمع المعلومات. ومن أهم النتائج التي توصلت اليها الدراسة:- - النقل الداخلي بوضعه الحالي لا يدعم تطبيق مفهوم النقل متعدد الوسائط . - محطة حاويات بورتسودان لم تدخل عصر التحوية الكاملة من حيث المعدات والسفن. - عدم انضمام السودان للاتفاقيات الخاصة بمنظمة التجارة العالمية والاتفاقيات الاقليمية للنقل الدولي متعدد الوسائط وعدم وجود قانون داخلي يستند اليه هذا المفهوم يؤدي الي عدم تطبيق هذا المفهوم في الوقت الحالي. اوصت الدراسة بالاتي:- - تطوير محطة الحاويات وتذويدها بالمعدات والاليات الحديثة لمواكبة المتغيرات. - تأهيل الكادر البشري وتدريبه على احدث المتغيرات التكنولوجية في عمل الموانئ وخاصه محطات الحاويات.

Abstract This study aimed to investigate the role played by Sea Ports Corporation (SPC) with marine international multimodal transport. The impact of the new system in general and container terminal in particular are the focus of the study. The study followed the descriptive analytical methodology and the data were collected from companies, corporations and ports related to the subject. The primary data gathered on survey to site areas as well as interviews. The study comes up with many results including: - The current internal transport in the Sudan is not suitable enough to apply the concept of the international multimodal transport system. - Facilities in port Sudan container terminal are not enough to apply the system of multimodal transportation. - The non-accession of Sudan the agreements of World Trade Organization (WTO) and regional agreements for the international transport of multimodal on this concept will lead to failure to apply in the present time. The main recommendations of the study are: - Improving containers station and equipments to be able to face challenge. - Training of local staff in the latest technologic and development of container terminal facilities.
