أثر الأزمة الاقتصادية العالمية على قطاع النقل البحري (في الفترة 2007 – 2011)

Abstract

هدف البحث إلى قياس تداعيات الأزمة الإقتصادية العالمية على قطاع النقل البحري العالمي والمحلي، ومعرفة مدى تأثير هذه الأزمة على القطاع. اتبع البحث المنهج الوصفي و التاريخي , حيث تم تحليل البيانات والإحصائيات التي تم جمعها لغرض البحث من التقارير العالمية والنشرات وذلك عن طريق استخدام النسب المئوية ومعدلات التغير . وقد تمثلت اهم النتائج في: - انخفاض معدل نمو الإقتصاد العالمي فى الفتره من2007 -2009 إذ إنحفض من 3.9% إلى 1.6% الي -2% فى الاعوام2007و2008و 2009 علي التوالي . - انخفاض فى حركة التجارة العالمية المنقولة بحراً من 4.6% عام 2007 إلى1.2% فى العام 2008 . - انخفاض عدد السفن التي تتردد على الموانئ العالميه ومن ثم انخفاض حجم البضائع والحاويات التي يتم تداولها بالموانئ وتأثر مخططات تطوير وتحديث السفن والموانئ. وقد قدم البحث مجموعه من التوصيات تمثلت أهمها فى: - ضرورة التوسع في أولويات دور الدولة كمنظم للخدمات والأنشطة المتعلقة بالنقل البحري, ويفضل في فترة الأزمه الشروع في تنفيذ المشروعات طويلة الأجل في مجال تطوير الموانئ والأرصفة والبنيات التحتية بمختلف صورها والتي يستغرق تنفيذها فترات زمنية تتراوح بين 3-5 سنوات إستعداداً لمرحلة الرواج عقب الخروج من الأزمة - تفعيل التسويق كعنصر فعال ومهم للأنشطة المختلفة بالموانئ وقطاع النقل البحري. - الاهتمام بتطبيق تكنولوجيا المعلومات وميكنة سلسلة الإمدادات اللوجستية وفق المعايير العالمية وذلك لتقليل فترة بقاء السفن والحاويات والبضائع بالموانئ - ضرورة تقديم تسهيلات ماليه وتشريعية لتمويل وبناء السفن وتقديم كل أشكال الدعم لشركات الملاحة الوطنية - مراجعة تعريفة الرسوم لخدمات الموانئ ومحطات تداول الحاويات بما يحقق الميزة التنافسية مقارنة بالموانئ المحيطة وفقا للمستجدات العالمية لضمان الصمود إمام المنافسة العالمية. Abstract

This research addresses the impact of the world economical crisis on the local and international maritime transport sector. The aim of the study is to elucidate the phenomena and characterize its repercussions on the sector. The research followed the descriptive and historical approach . Primary data was subjected to mean analysis using the percentages and variable rates to verify the hypothesis. The study came up with several findings including: - There was a general decline in the world economy growth rate during 2007-2009.The decrease was 3.9%,1.6% and -2% in 2007,2008 and2009 respectively. - There was a general decline in the sea transported international trade movement by 4.6% in 2007 and1.2% in2008. - There was a decline in the number of ships coming to the port and the amount of commodities and containers circulated in the port and the reflection on developing and marketing the ships and ports. The most significant recommendations of the study were: - Setting priorities to the country's role as an organizer of the services and activities related to maritime transport. During crisis period, it is preferable to take an action to implement the long-term projects in the field of developing different kinds of port, wharfs and infrastructure whose execution spend periods of time ranging between (3-5) years as a preparation for publicity phase, after surpassing the crisis. -Emphasis should be focused on development of the marketing process as an effective and significant element for the different activities in the port and maritime transport sector. - Application of the use of information technology and mechanizing the logistic provision series according to the international standards, in order to minimize the existence periods of the ships, containers and commodities in the ports. - Presenting the financial and legislative facilities with a view of funding and establishing the ship industry in addition to presenting all types of support to the national shipment companies. - Revision of fees and tariff of the ports services and containers circulation stations in the manner that achieves the competitive distinction.
