إمكانية تطبيق نظام النقل الدولى متعدد الوسائط على صادرات السودان

Abstract

هدفت الدراسة الى الوقوف على مدى امكانية تطبيق نظام النقل الدولى متعدد الوسائط فى السودان من عدمه مستخدما مؤشر أداء محطة الحاويات وكفاءة النقل الداخلى . - يعتبر النقل الدولى متعدد الوسائط من الأنظمة الحديثة للنقل فهو نظام قانونى جديد فالمضاف الجديد ليس هو النقل ذاته ولكن المسؤولية القانونية حيث يتولى المسؤولية متعهد واحد فى جميع مراحل عملية النقل من استلام البضاعة حتى تسليمها . - اتبعت الدراسة المنهج الوصفى والاستقرائى للبيانات التى تحصلت عليها من التقارير السنوية لبنك السودان والتقارير الاحصائية السنوية لهيئة الموانئ البحرية وكذلك مقابلة بعض الأفراد المسؤولين بهيئة الموانئ والجمارك بجانب السمنارات والدراسات السابقة .

توصلت الدراسة الى عدة نتائج أهمها :- - القصور فى أداء السكة حديد لقطر مترامى الأطراف . - البنية التحتية للطرق البرية لا تزال ضعيفة . - القوانين واللوائح المنظمة للعمل لا تزال فى طور النظر . - عدم مواكبة ميناء بورتسودان(محطة الحاويات) وكذلك خدمات الجمارك للمستوى المطلوب لتطبيق نظام النقل الدولى الحديث .

خرجت الدراسة بتوصيات أهمها :- - على سلطات الجمارك والميناء تبسيط الاجراءات وتفعيل اسلوب النقل بالحاويات وتوفير الآلات المواكبة لسرعة العمليات . - استخدام نظام تبادل البيانات الكترونيا بالميناء والجمارك وشركات الملاحة وهذا من أساسيات نجاح نظام النقل الدولى متعدد الوسائط . - الاهتمام بالنقل الداخلى وخاصة السكك الحديدية . - ضرورة مراجعة القوانين واللوائح المعمول بها فى السودان لكى تتمشى مع منظومة النقل الدولى متعدد الوسائط . - تحسين المركز التنافسى لمتعهدى النقل الوطنيين فى مواجهة منافسيهم . - غرس المفاهيم بأهمية النقل الدولى متعدد الوسائط لإزدهار التجارة وتحسين المدفوعات للصالح الوطنى والوقوف أمام الهيمنة الأجنبية المطلة .

ABSTRACT

The aim of this study is to recognize the level of application for the Multi-modal Transport System in sudan using the indication of the Port Sudan containers terminal facilities in addition to the Internal transportation systems and also to know the effect of its application on the Sudan exports . This study followed adiscriptive and deductive methology as recource of collecting data . The interviews with in- charge persons who work in SPC, customs and shipping companies . Also annual reports of the Sudan Bank , annual statistics report of Sea Ports Corporation and some previous researches . The results were abtained :- - The lack of the railways transport performance to cover the large country as Sudan . - Road infrastructure is still weak ground . - The rules and regulation that arranges the work is still under process . - The complication of documentation system , absence of electronic data interchange system ( EDI ) on the port and customs with the absence of customs scanners for examination are the main problems which prevent application of the Multimodal transport in Sudan .

The immediate recommendations of the study were :- - The Port Sudan containers terminal and customs have to update the information system to be ( EDI ) and customs should work with scanners to avoid delay . - The ports and customs authorities should follow an ellastic documentation systems and procedures to inhurry , smooth and facilitate the whole proceedues . - Local transportation performance should be raised . - Improvement of competition for the national multi transportation supplies in Sudan . - Concentration of international multi modal transportation concepts among shippers .
