أثر السياسات الزراعية في تحقيق التنمية الزراعية (دراسة حالة مشروع دلتا طوكر الزراعي) في الفترة من(1993/ 2016م)

Abstract

يستعرِض البحث أثر السياسات الزراعية في تحقيق التنمية الزراعية دراسة حالة مشروع دلتا طُوكر الزراعي، في الفترة من 1993م-2016م، يهدُف البحث لمعرفة واقع التنمية الزراعية بمشروع دلتا طُوكر الزراعي، توضيح أهمية السياسات الزراعية في تحديد هوية مشروع دلتا طُوكر الزراعي لإمكانية إحداث التنمية الزراعية، وضع الحلول المُقترحة في أسباب تدهور المشروع. يتبع البحث المنهج الوصفي التحليلي، المنهج الإستقرائي التأريخي إضافة للمنهج الإحصائي. إستعان الباحث بمصادر أولية تمثلت في إعداد إستبانة للمبحوثين وإجراء مُقابلات مع الإداريين والأكاديميين في منطقة البحث ومدينة بورتسودان إضافة لمُلاحظات الباحث، كما إستعان الباحث بمصادر ثانوية تمثلت في تقارير الأداء السنوي لمشروع دلتا طُوكر الزراعي للأعوام 1993-2016م، الدوريات والمراجع، البحوث والدراسات السابقه، التقارير العلميه التي قدمت فى السمنارات وورش العمل المختلفه بواسطه مختصيين فى مجال السياسات الزراعيه، إضافة للمواقع على الشبكة العنكبوتية المعلوماتية ذات الصلة بالموضوع، تمَّ إختيار عينة عشوائية بسيطة ومُتجانسة ومُمثلة لمُجتمع البحث بلغت في حجمها 100 إضافة للمُقابلات التي تمت مع الإداريين والأكاديميين. توصل البحث لعددٍ من النتائج أهمها أنَّ هناك تغييب تام للسياسات الزراعية ومتطلباتها بمشروع دلتا طوكر الزراعي نتيجة قرار الخصخصه الصادر في 1993م، إستمرار النمط التقليدي في الإدارة والإنتاج، إنتشار شجرة المسكيت تسبب في إعاقة سير المياه وتقليل مساحات الزراعة، ولعل أهم الأسباب على الإطلاق أن القطاع الزراعي كان يمنح وضعا متدنيا في سلم أولويات تخصيص الموارد على الرغم من كونه المحرك الإقتصادي والإجتماعى. توصل البحث لعدة توصيات منها، ضرورة تحويل المشروع لشركة مُساهمة عامه، إعادة تشكيل مجلس الإدارة بإصدار قرار يتم تشكيله على المُستوى الإتحادي، إعادة هيكلة إدارة المشروع بتمكين مُشاركه وزارة الماليه مُنذ المراحل الأولى وتوفير الموارد المالية الكافية للمشروع.

ABSTRACT

The research reviews the impact of agricultural policies on agricultural development, study of the Delta Tucker Agricultural Scheme from the period 1993-2016, the research aims to learn the reality of agricultural development in the Delta Tucker Agricultural Scheme, clarification of the importance of agricultural policies in identifying the Delta Tucker Agricultural Scheme for possible agricultural development, find out the propose of solutions in the causes of scheme degradation. Research follows the descriptive analytical method, historical extrapolations as well as statistical analyses. The researcher used primary sources in preparing his questionnaire for the researchers, interviews with academic and administrative in the research area and Port Sudan city as well as observations of researcher during study. The researcher also used secondary source of annual project performance reports during 1993-2016, periodicals and references, previous studies, tropes of papers and scientific reports presented at seminars and various workshops by a specialist from the field of agricultural policies, as well as to using the information web site related to the study. A simple, homogeneous, random sample representative of the research community was selected, with a size of (100), in addition to academic and administrative interviews. Research has produced a number of results, the most important of which is that there is a complete absence and application of agricultural policies by Delta Tucker as a result of the 1993 decision on privatization, continuation of traditional management and production pattern, the spread of the Mesquite trees has hampered water flow and reduced agricultural areas, perhaps the most important reason is that the agricultural sector is given low priority position in resource allocation despite being the economic and social driver. The research reached several recommendations, it need to transform the project into a public contributing company, restructuring the administration conceal through a decision to be made at the federal level, restructuring the project management to enable the participation of the Ministry of Finance from the early stages for provision of financial resources for all scheme.
