صادرات القطن السودان وأثرها على ميزان المدفوعات دراسة تحليلية للفترة ( 1990 ــ 2008 )

هدفت هذه الدراسة إلى إلقاء الضوء على مشكلة القطن السودانى خلال السنوات الماضية وتدهور إنتاجيته وصادراته وإلى بحث الوسائل الكفيلة بتحقيق مردود وأثر إيجابيين على ميزان المدفوعات . وإعتمدت الدراسة على المنهج الوصفى التحليلى بإستخدام بيانات شركة السودان للأقطان المحدودة وبيانات بنك السودان وبيان الهيئة الإستشارية الدولية كمصادر هامة للبحث. توصلت الدراسة إلى عدة نتائج أهمها :ــ ـ تفوق صادرات القطن خلال فترة السبعينات والثمانينات من القرن الماضى على بقية صادرات السودان من حيث الكمية والعائد . ـ كانت صادرات القطن السودانى فى الفترة من 1990 وحتى 1999 مستقرة وساهمت بقدر وافر فى ميزان المدفوعات . ـ تدهورت صادرات القطن السودانى خلال الفترة من 1999 وحتى 2008 وبشكل مريع مما أثر سلبا فى ميزان المدفوعات . وأوصت الدراسة بالأتى :ـ ـ يعتبر القطن المحصول النقدى الأول فى البلاد ولابد أن تتضافر الجهود لترقيـة إنتاجيتة من حيث النوع والكم . ـ دعم وتطوير البحث العلمى فى مجال القطن وتوفير التمويل اللازم للمناشط البحثية . ـ الحاجة ماسة لإنشاء هيئة بحثية وليست تنفيذية لوضع السياسات العامة الخاصة بالقطن والتنسيق بين الوحدات المختلفة والعاملة بشكل مباشر فى مجال القطن . ـ التركيز على الجهود الخاصة بمكافحة ظاهرة تلوث القطن والتحكم فى العوامل التى تسبب هذه الظاهرة . ـ إنتاج أصناف جديدة لضمان جودة الإنتاجية والمنافسة مع الأصناف الأخرى فى السوق العالمى . ـ تطوير ودعم جهاز التسويق حتى يستطيع المنافسة فى السوق العالمى للقطن Abstrac

The objectives of the study were to investigate the reasons behind the problem of Sudanese Cotton during the last years and the deterioration of production and exports, the study attempted to put suggestions for cotton exports to participate positvely in the balance of trade and consequently realizing a remarkable share in the balance of payments . The study came up with the following findings :-- -- Sudan cotton exports exceeded all other exports of sudan during the seventies and eighties of the last century in terms of quantity and returns . -- Sudan cotton exports from 1990 up to 1999 contributed remarkably in the balance of payments. -- A noticable deterioration of cotton exports during the period 1999 – 2008 lead to a small share in the balance of payments. The main rccommendations and suggestions were : -- -- Cotton is the priority cash crop and all efforts should be amalgamated to develop its productivity in terms of quality and quantity . -- Cotton research shoud be enhanced and financed . -- There is a need to establish a recoignized consultancy body and not executive to formulate general policies for cotton and cordinate between different units envolved directly in cotton . -- Efforts should be coordinated to combat cotton contamination phenomena, and to control all factors which cause contamination . -- Breeding of new cotton varieties to sustain high productivity with other varieties in world market . -- Developing and strengthening of marketing system to cope with international Cotton trade .
